- This article discusses the impact of the lifting of the sea ban (haijin 海禁) by the Southern Ming’s Hongguang regime—referred to as the Hongguang Kaihai 弘光開海—on East Asian maritime trade in the mid-17th century, with a particular focus on the Chinese junk trade in Nagasaki. Conventionally, research on the Nagasaki Chinese junk trade has centered on the Tokugawa shogunate’s trade policies and the maritime activities of the Zheng 鄭 family. Consequently, the influence of Chinese dynastic trade policies on Japan-China commerce during the Ming-Qing transition has remained under-examined. This study elucidates the process by which the Hongguang regime lifted the sea ban in October 1644 and initiated the collection of maritime customs duties (yangshui 洋税) in an attempt to alleviate its fiscal crisis. While the Hongguang Kaihai did not grant foreign vessels unrestricted access to all Chinese ports, it marked the first comprehensive lifting of restrictions on overseas trade for Chinese maritime merchants since the tightening of the sea ban during the Hongwu 洪武 era. Crucially, it legalized trade with Japan — previously strictly prohibited — contingent upon merchants paid the required maritime customs duties. The legalization and institutionalization of private merchant voyages to Japan under the Hongguang Kaihai led to a peak in the number of Chinese ships arriving in Nagasaki in 1645. Thus, despite its brief duration, the Hongguang Kaihai exerted a significant influence on the Chinese junk trade and served as a precursor to the liberalization of overseas trade for Chinese merchants that followed the later Kangxi Kaihai 康熙開海.
