地球環境保全の諸施策と経済活動との関係が注目されている。地球温暖化防止政策の一環としてのCO2排出量安定化に関しては、その方法、政策の導入時期についての議論が繰り返されているものの、いまだ各国の合意を見るに至っていない。わが国では、すでに1990年の秋、CO2排出量安定化アクションプログラムが政府決定され、その実現を目指して努力が開始されているが、そのプログラムの実施が長期的にわが国経済に与える影響については確固たる見通しがあるとはいえない。1われわれの研究は、わが国経済の動学的一般均衡モデルによって、CO2排出量安定化政策が、わが国の長期経済成長経路に及ぼす影響を定量的に把えることを目的としている。本論の目的は、このモデルを用いて、炭素税によるCO2排出量安定化政策が日本経済の長期的成長パターンに与える影響を政策を施さないケースとの比較において検討することである。本論の構成は、以下に示すとおりである。2節では、われわれのモデルの体系をなるべく簡単にまとめておこう。まず、2.1節で環境対策など経済の長期資源配分の見通しに係わる問題を扱うに際して、ここで作成したような動学的一般均衡モデルが何故必要とされるかという点から、経済成長を規制する要因について簡単に触れたあと、モデルのアウトラインを2.2節で与える。そこでは、生産者行動、消費者行動のモデル、CO2排出量の算定方法など炭素税導入と関連の深いモデルの主要部分が説明される。第3節および第4節では、基準ケースにおける外生変数のシナリオと基準ケース・シミュレーションの結果をまとめて、上記2つのシミュレーションの結果と比較することによって炭素税導入のわが国経済に与える影響を評価する。
