In order to improve productivity, it is important for managers to construct adequate corporate governance in management of employees. However, for foreign managers, motivating and leading employees towards the common goals tend to be quite difficult in foreign operations where organizations have higher level of cultural diversity. Previous studies show some success factors for effective local employee management. However, those factors may not be so effective to certain countries if they have had quite different economic conditions and cultural values. Therefore, this article focuses on human resource treatment to establish effective organizations for successful post-FDI operations in Bulgaria and Slovakia. The aim is to show (1) differences in general success factors for human resource treatment in the Central and Eastern Europe and (2) divergence from the general success factors. Though general success factors were still valid in these countries, there were significant differences at the same time. Bulgaria showed communitarian approach and values while Slovakia showed contractarian ones.
