- <p>Economic resilience at the regional level is not determined by the dynamics of individual firms but by the aggregate outcomes of multiple economic actors. In industrial clusters, many local small- and medium-sized enterprises (SMEs) operate collectively. While individual firms may grow, expand, withdraw, or close, the local industry as a whole remains unaffected if sufficient firms in the same industry continue to operate in the area. In essence, even if individual firms exit, the collective presence of other firms ensures the industry’s sustainability. This paper examined the concept of resilience in local economies through a review of previous research and, on the basis of business-to-business transaction data and survey results from business establishments following the Great East Japan Earthquake and the Kumamoto Earthquake, verified whether regional economic resilience emerged in devastated areas. Consequently, a practical framework for understanding resilience in local economies was identified by highlighting differences between the resilience of supply chain industries and industrial clusters. The number of transactions within supply chain industries did not decline overall, despite temporary interruptions in transactions immediately after the disasters. In addition, transaction volumes quickly returned to pre-disaster levels and eventually exceeded them.</p>
