- The impact of labor and welfare upon the French capitalism in the 20th century is completely different from that of the 19th century. It is more and more necessary to study the theory and history of the 20th century capitalism from this point of view. This article, inspired of such a problematique, analyzes the characteristics of French labor and welfare in the 20th century from the angle of the development of <non-market regulation>, in comparing with those of the 19th. This <non-market regulation> signifies above all regulation in advance by means of <non-market> elements, in contrast with regulation a Posteriori in a market. Among others, various provisions of social security growing in the late 20th century which are conceived as <indirect> wages or <social wages> have become important <non-market> elements of wage income and they carry out the new macro-economic function of regulation that they guarantee in advance the continuity of social process of consumption by compensating for losses or insufficiency of <direct wages> resulting from unemployment, disease, old age retirement, etc. This article presents a hypothesis on French formation of social security which works in such a way : in the beginning there are fringe benefits of companies ; then trade unions carry out the function of <socializing> them, firstly in their respective industries, secondly in all industries ; and at last state legislates as social insurance or social security. For the verification of this hypothesis, I examine the relationship between the formation of social insurances in coal and railway industries before the first world war, and their trade union movements. After that, I analyze the processes of <socialization> through which these social insurances are propagated to all industires as the good seeds sowed by those trade union movements came into flowers in the inter-war years.
