• 一般注記: 出版タイプ： VoR; 本研究は，風力発電事業における環境紛争の回避・解決を視点として日本の風力発電導入プロセスの課題を明らかにした上で，風力発電に関するゾーニング手法を，手続きの効率化を含めた包括的な改善策として検討・提案することを目的とした。まず全国の風力発電事業146事業を対象とした統計分析，および8事業を対象とした事例分析によって，紛争発生状況，紛争発生要因を明らかにするとともに，紛争の解決可能性を検証した。これらの結果より，日本の導入プロセスの課題およびゾーニング手法の必要性を示した。続いて，先進的なゾーニング手法とその運用効果をドイツのBrandenburg州およびRheinland-Pfalz州の地域計画によるゾーニング手法を対象とした事例分析を通して明らかにした後，北海道の宗谷総合振興局管内の地域を対象に模擬的なゾーニングを策定し，その結果を踏まえたヒアリング調査を通じて，ゾーニング手法の日本への適用可能性を検討した。; The development process for wind energy projects in Japan faces serious issues of social acceptance among local communities and environmental protection groups. This study aims to examine and propose land-use zoning, so as to meet the public demand towards renewable energy as well as the efficient development process. First of all, this study clarifies the current situation and key factors relating to the social acceptance of the development process, through a statistical analysis of 146 large-scale projects and eight in-depth case studies across Japan. The findings are: (1) over one third of the projects had faced environmental conflict with locals and/or environmental protection groups; (2) site location, existence of past conflict experiences and complaints about environmental impacts generated by operating wind turbines had been dominant factors influencing the conflict occurrences, while those factors are difficult to be handled on the current process, which is intended only for individual projects; (3) current system has a limitation to resolve the conflicts, and the strategic level measure would be necessary to build social consensus on “suitable” areas for wind energy projects among stakeholders. Those challenges suggest the need for a strategic approach to build social consensus on both “suitable” and “unsuitable” areas selected from a wide area, that is land-use zoning. After examining the effect of land-use zoning as the comprehensive measure, through case studies in Brandenburg and Rheinland-Pfalz, German, this study develops a prototype zoning in the northern part of Hokkaido, Japan. The results are follows: (1) the German cases show land-use zoning promotes social acceptance and makes the process efficient, and the zoning could be effective as the comprehensive measure in Japan; (2) prerequisites for the implementation are logicality, democratic procedures, effective siting control to “unsuitable” areas as well as positive incentives for proponents through siting of “suitable” areas; (3) land-use zoning with those prerequisites would be quite applicable even under the Japanese current system.; identifier:oai:t2r2.star.titech.ac.jp:50265836
