一般注記最初に本稿は、国家一般と対比した時の、近代的政治制度としての国民国家の起源と特性を、ベネディクト・アンダーソンによる国民論と、新制度派経済学による国家論とを結び付けて明らかにする。次に、国民国家の標準的制度として、立憲主義的リベラル・デモクラシー、ならびにこれと共通の政治制度的特性を有する非デモクラシーが国際的に推奨される理由を明らかにし、現代の国際社会が主権国家平等原則に基づく国民国家群によって分割されることの必然性を論ずる。最後に、以上の考察を踏まえて、先発国民国家においては国家による市民に対する人権保障を根拠とする自由主義が、後発国民国家においては、国家の独立と国民に対する安全、福祉の保障を根拠とするナショナリズムが、国民国家を正当化する理念となる傾向が顕著になることを論ずるとともに、国民国家からなる国際社会に不可避的に付随する問題に論じ及ぶ。
This article first articulates the origin and characteristics of the nation state as a modern political institution in comparison with the state in general, by combining the argument on the nature of nations by Benedict Anderson and the analysis of states by the new institutional economics. It next clarifies the reason why the present nation states have constitutional liberal democracy or near-democracy that has many common features with constitutional democracy, and argues for the necessities that the modern international society is divided by the nation states based on the principle of the equality among sovereign states. Given these observations, the article finally argues for the salient tendency that the nation states that historically developed in advance have constitutional democracy that justifies its legitimacy as protecting the human right of its citizen while that late-departure nation states claim for its legitimacy by means of nationalism for protecting its national independence and the security and welfare of the people in the nation. It finally comments on the serious problem associated with the international society consisting of the multiple sovereign states.
