図書館が行政資料や行政情報を提供する必要性は以前から言われている。また, 市民の課題解決支援サービスとしての一環で行政支援サービスも行われている。本研究では, これらの問題について3つの方法で研究した。
第一に, 古くから市役所内の立地条件をもつ日野市立図書館市政図書室の評価を行政職員に対する質問紙調査を通じて実施した。その結果, 行政職員は職務上, 多様な情報を使用しているが, 職位が上がるほど, 市政図書室を使用する傾向が強いことが分かった。これは年齢が上がるほどデジタルメディアへの依存が小さくなることがあるのと, 職位が上がるほど時間的に遡ったり広範囲の情報源を見る必要が出てくるのとの二つの理由が考えられる。
第二に, 行政支援を実施している図書館4館(東京都立中央図書館, 大阪府立中央図書館, 横浜市立中央図書館, 豊中市立岡町図書館)での聞き取り調査を実施した。この結果, 基本的には庁内LANやWebを使用しての広報を通じて行政職員に対して, 資料の配本, 複写物の提供, レファレンスサービス等を実施していて, 効果があるとの証言を得た。ただし, 実際の利用者は職員全体においては限られているし, サービスの提供体制としても, 通常, レファレンス担当職員の分業によって行っていて, 必ずしも十全のものが行われているとは言いがたい実態も明らかになった。
第三に, 2018年3月25日に三田キャンパスにおいて公開ワークショップ「図書館はオープンガバメントに貢献できるか : 行政情報提供と行政支援」を実施した。田原市立図書館長豊田高広氏, 小平市広報課職員伊藤丈晃氏を迎えて70名の参加者を得て活発な討議をおこなった。議論のなかでは, 図書館が行政と連携しながら街づくりにかかわる事例の話しや広報と図書館は役割の上で共通した機能をもつという話し, 行政情報にはグレイな領域があってその部分を市民が求めている可能性がるというような話しを聞いた。
The need for libraries to provide government information has been discussed for some time. Library support services to administrative staff are also being carried out as part of citizen's task resolution support services. In this study, we studied these problems in three ways :
Firstly, we conducted the evaluation of the special branch library of Hino Municipal Library located within the city hall through questionnaire survey to administrative staff. As a result, administrative officials use various information in terms of their duties, but it turned out that there is a strong tendency to use more frequently the branch library as the position becomes higher.
Secondly, we conducted interviews at 4 libraries that are implementing administrative support (Tokyo Metropolitan Central Library, Osaka Prefecture Central Library, Yokohama City Central Library, Toyonaka City Okamachi Library). As a result, basically, they provide special materials and information, send copies, and reference services to administrative officials through the publicity using the Office LAN and Web. They evaluate the services to be effective.
Thirdly, on March 25, 2018, at the Mita Campus,we held a public workshop "Can the library contribute to open government : government information and administrative support." In the discussion, the participants discussed the case of involving town planning in cooperation with the administrative staff, common functions between publicity and the library,and a gray area of government information which the citizens would like to get access to.
