The Kyoto Protocol calls for industrialized countries to reduce their greenhouse gas (GHG) emission levels to target figures. For developing nations, it seeks to improve their environmental technology and assist with sustainable development through an arrangement called the Clean Development Mechanism (CDM). We have turned our attention to the unique characteristics of CDM, to utilize such mechanisms to construct an international policy collaboration scheme in order to tackle various environmental problems. This paper discusses methods of policy management studies for environmental governance through the practice of CDM afforestation; discusses the international situation in regard to environmental problems and reviews such efforts in East Asia, identifies environmental governance methods within the framework of policy management studies and the importance CDM afforestation practices, and brings to light possibilities and tasks for developing these efforts into an international policy collaboration scheme.
