• 一般注記: 出版タイプ： VoR; type:text; 文字数の関係から、申請した第二研究の成果のみを報告する。 アメリカでは1980年代末，インターステート道路（IH）網が完成した。そして，1991年には生産性向上や経済活性化を目指し，整備の優先度の高い道路として全国道路システム（National Highway System，NHS）を指定する法律が成立した。アメリカの道路は州・地方政府が管理し，連邦補助道路に指定されれば補助対象となる。補助は連邦道路信託基金から配分され，州・地方政府の資金とマッチングして州・地方政府が支出する。 道路状態の改善は利用者の所要時間の短縮や事故の減少を通じ，社会的厚生も改善する。そして、道路はネットワークインフラであるため、面としての整備が必要である。それにもかかわらず、州の道路政策は多様であるがゆえ、同じ路線であっても州間で道路状態に差異が生じることは少なくない。つまり、道路はネットワークとしての維持管理が重要であり、NHSの目的は、各州が同一路線に資源を集中できるよう連邦が路線を指定することにあった。 本年度は「ネットワークとしての整備がなされてきたか」という問いに対する確認作業に力点を置いた。先行研究において道路は住民サービスそのものであるため、州の道路政策は隣接州の道路政策に影響を受けることが明らかにされている。そこで、25年間のパネルデータを作成し、分析したところ、隣接州の道路状態が州の道路状態に影響を及ぼすことを明らかになった。特に状態が悪いのは州際道路を除いた都市道路であるが、1995年からの20年間で全国的な状態格差は縮小していることも明らかになった。NHSに指定された路線の道路状態がよかったことから、ネットワークとしての維持管理を目指した連邦の道路政策が州の道路投資の指針の役割を果たし，社会全体に利益をもたらしたとみなしてもよいと考えられる。 In the United States, the National Highway System (NHS) receives high priority for highway maintenance toward improving productivity and stimulating the economy. Federal highways are managed by state and local governments; they are eligible for federal grants allocated from the federal Highway Trust Fund, which matches state and local expenditures. Improving road conditions enhances social welfare through reduced travel time and fewer accidents. US Highways are the infrastructure as a line, and so they need to be properly maintained as a network. However, owing to diverse state highway policies, there are often differences among states in the condition of their highways—even along the same route. The NHS aims to allow the federal government to concentrate the resources of individual states on designated routes. This year, I attempted to determine whether the US highways are in fact properly maintained as a network. Nationwide, urban highways are in particularly poor condition, however, discrepancies in the condition of urban highways have decreased since 1995. Since roads are primarily a basic service for local residents, previous studies have demonstrated that state highway policies are influenced by those of neighboring states; except for Interstate Highway System. I conducted an analysis using 25 years of panel data; it was evident that the road conditions in neighboring states affected the condition of highways in the home state. This suggests that the NHS functions as a broader-based highway maintenance policy, and therefore, these federal highway policies should be continued and used as guidelines for state highway investments.
