今年度は標記のテーマとの関連から慶應義塾出身で阪急東宝グループの創設者・小林一三（1873～1957）の経営活動と経営思想について調査・分析した。特に小林による鉄道沿線の郊外住宅地開発戦略を、イギリスのエベネザー・ハワード、内務省社会局、ライバルの私鉄各社など同時代の他の主体による郊外開発構想と比較することによって小林の経営思想のユニークさを抽出することを課題とした。その結果、主に以下の点が明らかにされた。
①当時の郊外開発（田園都市構想）の事業主体は、いずれも急速な工業化による大都市の生活環境の悪化を農村の自然力によって改善するという問題意識を持っていたという点では共通していた。
②しかし、それぞれの主体が依拠していた思想においては大きな違いがあった。ハワードは、田園都市の建設によって労働者階級の自活的コミュニティの形成を目指し、その根底には社会主義的思想があった。内務省社会局の官僚たちには都市・農村双方の生活改善によって強い兵隊の供給源を作り出そうという国家主義的発想があった。これらに対して、小林は郊外に西洋式のライフスタイルを導入することによって家庭（日本の伝統的なイエとは異なる）を基盤とした健全で豊かな中流階級を創出しようという欧米的啓蒙主義に立脚していた点でユニークであった。これは、郊外開発を不動産ビジネスの視点のみからとらえる他の私鉄の事業者たちの立場とも明確に異なっていた。
③小林が実行した郊外住宅地開発事業のうち、購買組合と社交倶楽部の設置、純西洋式住宅の分譲は失敗に終わったが、これらは西洋的市民生活の導入という小林の理想論と当時の日本の現実との間のずれに起因するものであったと推測できる。
なお、本研究は論文の形にまとめて発表する予定である。
I researched the management activities and thought of Ichizo Kobayashi (1873-1957), a graduate of Keio University and the founder of the Hankyu Toho Group. I specifically tried to identify the uniqueness of Kobayashi's management thought by comparing his suburban development along railroad lines with suburban development by other contemporary actors such as Ebenezer Howard, the Department of the Interior's Social Affairs Bureau, and other private railroad companies. The main findings are as follows.
(1) All actors had in common that they had an awareness of the problem of using the natural power of rural areas to improve the deteriorating living environment in large cities due to rapid industrialization.
②However, there were differences in the ideas each of them relied on. While Howard was based on socialism and the Home Office on nationalism, Kobayashi was based on Western Enlightenment. Kobayashi's position was also clearly different from that of other private railway operators, who viewed suburban development only from the perspective of real estate business.
(3) Among Kobayashi's suburban residential development projects, the establishment of a purchasing association and social club and the sale of pure Western-style housing ended in failure. I suspect that there was a big disconnect between Kobayashi's idea of introducing Western lifestyles and the reality in Japan at the time.
