研究成果の概要 (和文) : 労働組合は賃金や労働条件だけでなく、職場での労働安全衛生や工場から排出される有害物質(公害)に取り組む場合がある。本研究は、労働組合が公害問題にどのように取り組んだのか、公害に反対する住民運動や環境運動とどのような関係を結んだのかについて、日本とアメリカの事例に基づき調査をした。日米の事例調査からは、労使関係の文脈が労働組合と経営者および住民運動との関係のあり方に影響することがわかった。例外はあるものの、労使関係が安定しているときは、労働組合は公害問題で経営者と近い立場をとる傾向がある。他方、労使関係が対立的なときは、労働組合は公害に反対する住民運動と連携する傾向にある。
研究成果の概要 (英文) : Labor unions usually address issues related to wages and working conditions, but sometimes are concerned with issues related to occupational disease and environmental pollution due to effusion and emission form their workplaces. This study examined how labor unions addressed the latter issues and what kind of relations they formed with community-based movements against environmental pollution, based on cases in Japan and the United States. These cases show that contexts of industrial relations (relationship between unions and employers) affect positions taken by unions on issues of environmental pollution. Although there are some exceptions, when industrial relations are sable, unions tend to be aligned with employers and to form adversarial relations with community-based movements. When industrial relations are contentious (for example due to strikes and lockouts), unions tend to form alliances with community-based movements.
