This paper focuses on a European Union's education policy especially on Lisbon Strategy and the process of making the five benchmarks and twenty-nine indicators.Firstly, the agreement of the Lisbon Strategy through 2010 in education and training is one of the first policy which the 25 member states have to attain an equal goal with an Open-Method-Coordination (OMC). The core idea was to become "the most competitive and dynamic knowledged-based economy in the world, capable a sustainable economic growth with more and better jobs and greater social cohesion."Then the concrete goal in education and training was constructed to be shared among the member states as the 5 benchmarks and 29 indicators to be comparable through them with transparency and efficiency in spring of 2002, at Barcelona's Presidency.In conclusion, these 5 benchmarks and 29 indicators will regulate or even threaten the next education reform and policy of European countries through the introduction of competitiveness and the human capitals principles.
