• Summary, etc.: <p>Cooperation between river administrators and municipalities is indispensable for the development of a good river space. This paper focuses on the city of Cologne in North Rhine-Westphalia, Germany, where the local government is responsible for planning and implementing flood control measures. The results show that the city has implemented flood control measures in accordance with the land use of the inner dikes, such as the construction of flood control areas in less densely populated areas to reduce flood risks in the city center, the use of portable dikes in areas where citizens are active, and the integration of urban development with the construction of dikes. The above results show that local governments are implementing flood control plans in accordance with the land use of the land within the levees. The results indicate that local governments can be responsible for planning and implementing flood control plans, and can promote urban development that is linked to flood control planning and urban planning.</p>; <p>流域治水を進めるには，河川管理者と都市行政を担う自治体の連携が不可欠である．本稿では都市計画行政を担当する市町村が治水事業も実施するドイツのノルトライン＝ヴェストファーレン州のケルン市に着目し，市における洪水史を整理した上で，1996 年の洪水防御計画の概要と，それに基づく治水整備の内容を都市計画と治水計画のかかわりの観点から記述した．それらを踏まえ，ケルン市における都市計画行政との連携による治水整備の特徴について考察し，洪水対策を都市づくりの一環と捉え，都市計画行政と河川行政が連携することに加え，市町村が治水対策を自分ごととして捉え，流域全体の治水安全度の向上を目指し積極的に遊水空間確保や雨水流出抑制に向けて行動すること，河川行政からの積極的な働きかけと両者の濃密な協議の場が重要だと指摘した．</p>
