Note (General): 本研究は広範囲の中国において,19の地域,296校の小学校関係者に対して面接調査を実施し,今日の中国の小学校における特別支援教育の状況について分析した.その結果,まず,通常の小学校に在籍する特別支援児童の割合は低く,通常の学校では16%程度しか特別支援教育を提供することができていない.また,教育局の官僚や学校管理者,さらに一般の教員や子ども達でさえ,特別支援教育に対する理解の程度は高くない.大多数の教員は,通常学校においても特別支援教育は重視すべきと考え,特別支援教育に関する研修の必要性を感じている.一方,子どもの側では,約80%の者が特別支援児童を受け入れたいとは考えているものの,対応の仕方が分からないと回答している.また,特別支援児童とその保護者の95%以上が通常小学校に入学したい,させたいと考えている.こうした結果から,現状における中国では,統合教育の意義と必要性は認識しつつも,実際にはその高い需要と供給との間に顕著なギャップが存在していることが明らかにされた.一方,今日の中国の学校教育体制の中では,未だ「統合教育」に関する考え方(概念・意義を含め)が十分に浸透しておらず,今後の教育政策の中で早急な取り組みがなされ,迅速な展開・改善が期待されるところである.
