本研究は、「東アジア圏におけるリージョナリティー価値創造のための金融ファンダメンタルの研究」の1年度目の成果報告となる。本年度においては、中国、日本、アメリカの文化圏における新たな金融価値の創造を、ナショナルレベルでなく、リージョナルの視点でとらえ、佐世保の商工業の活性並びに金融の基礎的の資金循環のスキームを検討することを課題認識として研究に取り組んたものである。　その点、本年度の活動では、比較的な時事的に喫緊の地域課題を研究対象として取り組んでいる。大別して、IRリゾートの経済効果の分析（７月における立教大学での報告）、新規事業を担う起業家を創出する資金需要を充足する発行市場のメカニズムの考察（11月厦門華僑大学での報告"A study of private sector based on entrepreneurial actions"（和訳：起業家的活動に基づいた民間部門－創業期の発行市場についての一つの考え－）、IR関連法案におけるカジノ合法化後の佐世保地域の商工業のサービス化の検討（12月佐世保市役所での報告）の3つが代表的な本研究の取り組みとなる。
