中小企業の振興策として推進されてきた「経営革新支援事業」「地域資源活用促進事業」「農商工等連携事業」「六次産業化事業」など、各種認定事業をフォローアップすることで、今後の新規事業のあるべき姿を探った。　認定事業一覧は、県や中小企業庁、農林水産省から公表されており、それらの中から複数事業を抽出して、企業およびフォローアップ支援機関にヒアリングしたところ、一部成功事例として公表されている以外の多くの事業は、当初計画に対して目標未達であることが分かった。中には、商品化（売上計上）に至らなかったり、製品化自体を諦めるケースも散見され、事業計画策定時点での詰めの甘さが窺われた。　今後の新規事業立案に当たってはSWOT分析や5フォースの確認など、経営環境の分析を従前以上に詳細に行うことが求められるという結論を得た。
