目的：A県B市の地域づくり型の高齢者保健の活動を対象事例として,IsraelらによるCBPRの中核要素を枠組みに用いて分析し,地域づくり型の保健施策における,CBPRの枠組みによる評価の有効性を検討した（2年計画の1年目）。　　　　　　　方法：情報は研究者による厚生労働省科学研究費補助金報告書・論文・メモ等,市保健師の活動報告の写し,JAGESの「健康と暮らしの調査」結果から取得した。はじめにIsraelらによるCBPRの中核要素から要点を抽出して分析枠組みとし,取得情報から市保健師の活動・意図・判断,サポーターの活動・思考,サロンの影響,健康・生活課題の変化を収集した。成果：B市の活動はCBPRの中核要素に分類され,9つの原則すべてを踏まえて実施された。特に,パートナーシップとエンパワメントの要素が強かったことが評価され,評価のプロセスへの市民参加の不足が明らかになった。CBPRの枠組みによる評価は地域づくり型地域保健活動の課題を洗い出し,効果を高めるポイントを明らかにする可能性が見出された。
