SDGs（持続可能な開発目標）はすでに大学、企業の活動の指針として参照が求められているものであるが、地方自治体においては特別の意味をもつ。「SDGsと地方創生」がいわれるが、自治体には条例の制定という他の主体にはない機能・役割があり、そのために特殊な法的技術が必要となる。　本研究は、グローバル法を視野に入れることで、自治体がオリジナリティーを発揮し、そのことが地域振興（国際交流）につながるとの想定の下、あるべき条例の態様を模索した。　その上で、実際に条例案を作成する行政側の担い手をいかにして育成するか、そこで有用となる知見を、県内の各種の審査会における申請者の経験をも踏まえて、まとめた。　他大学も島とSDGsを関連させたプロジェクトを実施中だが、条例に特化して「離島」行政の法的支援を目指す本研究は本学の独自性を増すものと考える。
