本研究は、長崎県における再生可能エネルギー導入・普及・活用を通じた地域活性化戦略について、現地調査などを交えながら研究を展開する予定であったが、新型コロナウイルス感染症拡大の影響等により調査を断念せざるをえず、また研究自体も縮小や大幅な計画修正を余儀なくされた。そこで、可能な範囲での研究を行った。再生可能エネルギー普及・活用の運営主体や事業運営、SDGs（持続可能な開発目標）の観点からステークホルダーの構成、地域新電力の目的や役割を評価し、定性分析するとともに、コレクティブ・インパクト（CI）という基準に基づいて、HP情報等をもとに地域新電力（自治体エネルギー公益事業体）について考察した。また、関連研究として、今年度、世界中を震撼させたコロナ禍における経済復興の提言として、グリーンリカバリーの観点から地域イノベーションの創出、再生可能エネルギーの普及の重要性を述べた。
