日本国内において地震や水害、台風などによる災害はいつ、どこで起きてもおかしくない状況にある。内部障害者は、外見では障害の有無や重症度などが分からないこともあり、普段の生活においても十分な対応がされていない現状がある。さらに災害時の避難となると避難時の生活を確保するためには高いハードルがある。そこで本研究では、内部障害者の災害時の避難について、避難所の確保、災害への備えなどを組織的にサポートできるようなシステム作りを行うための基礎調査を実施する。今年度は、組織づくり、内部障害者への予備調査を実施した。組織づくりでは、内部障害者が受診している医療施設と調整を行っている段階である。内部障害者への予備調査では、13人のストマ増設患者への聞き取り調査を実施した。13人中、3人が災害への備えをしており、災害時持ち出し物品にストマ装具などを準備しているのは2人であった。退院時に災害への備えについての指導を受けたものもいなかった。ストマ増設患者は、全国でも比較的備えが進んでいるといわれているが、長崎県周辺では、まだまだ不十分な実態が見えてきた。
