内部障害者の災害時の避難について、内部障害を持つ人に対する配慮の実態を明らかにするために、長崎県内の市町を対象として調査した。内部障害者は、災害時の要援護者に含まれるが、必ずしも避難行動要支援者に含まれるわけではない。避難行動要支援者の基本的な判断の基準は「自ら避難することが困難な場合」であり、自ら避難ができれば、この対象とはならない。内部障害者は、普段は障害がない人と同じような生活を送っているように見られている。明らかに、呼吸器や酸素などを常時使用するなどの場合は避難の際も医療的援助や常時必要な医療機器の確保などを計画する。内部障害者が避難において困ることは、避難した先での生活面である。医薬品やケア用品の確保や食事や水分制限がある場合の対応、休養できるスペースの確保、医療機器使用のための電源の確保、トイレの確保、感染予防の徹底などが考えられる。避難所や福祉避難所では、何の準備もなくそのような対応をすることは困難であり、内部障害者自身が、事前に相談することが重要。
