本研究の目的は、国際移民をめぐる政治・経済・人権の3つのせめぎ合い(人の国際移動のトリレンマ)によって遅れが生じている国際移民の社会統合を促進するための公共政策について理論的及び実証的に究明することである。　そこで国際移民の社会統合に関する理論枠組を精緻化するとともに、外国にルーツを持つ子どもたちの教育をはじめとする国際移民の教育訓練の課題について調査を実施し、エンパワーメントを通じた社会統合促進の方策について検討する。
