Note (General): 福島第一原発事故から9年が経過した。本稿では、その原発事故による加工食品の「風評被害」の実証データから経時的推移を中心として検証を行っている。加工食品市場は食品業界全般に関係する非常に大規模な市場であり、その経済的影響も非常に大きいため、その傾向を知ることに社会的な意義があると考えられる。調査結果としては、事故直後から「風評被害」の存在が確認され、時間を経るにつれて低下傾向が見られる。ただし、低下傾向は緩やかになっており今後も続くと予想される。これは、様々な「風評被害」と同様の傾向を示している。そして、その結果を含めた様々な「風評被害」の事例から従来の説を検証しその構造と「風評被害」のとらえ方の問題を議論する。「風評」は短期的「風評」と長期的「風評」に分類できる。根拠が失われ消費者に正しい情報を伝えれば解決する「風評」や、カスパーソンの「波及効果」に近い「風評」は前者である。一方、長期的「風評」は、容易に解決し得ないが、従来の説ではこの2つを混同し、「無理解な消費者」に責任を押しつけていると言える。本稿では「風評」を短期と長期に分類することで、その特徴を明確にしている
