Note (General): 福島第一原子力発電所の深刻な事故以降、水力、バイオマス、地熱、風力、太陽光などの再生可能エネルギーの可能性が注目されている。しかし、その導入には余分なコストが掛かるため、景気に対する懸念が指摘されている。これは、コスト分だけ余分の労働投入が必要であり、その分他の財やサービスの生産が減るからである。しかし、余剰労働力がある現状では、金銭的なコストはこうした実物の機会費用を意味せず、単なる再分配に過ぎない。それどころか、新たな雇用創出によってデフレを抑え、消費を刺激する効果を持つ。本稿ではこの点に注目し、脱原発を行いながら再生可能エネルギーの導入を推進した場合の就業誘発効果を試算する。また、不況動学の枠組みを応用して総需要拡大効果も考える。さらに、過去の原子力発電推進の背景には地球温暖化への懸念があったことから、CO2排出量への効果についても試算する。
