Note (General): 本稿は、1990 年代以降のわが国における失業率の持続的な高まりが、子どもの学校教育における人的資本形成にどのような影響を及ぼしたのか、都道府県別パネルデータを用いて実証的に検討を加えたものである。親が失業した場合、家計所得の減少により子どもへの人的投資の機会が狭められてしまう。さらに、失業期間が長引けば、失業者へのストレスを通じて親業の低下や、自殺や離婚といった家族生活への深刻な変化を通じて、子どもに精神的なストレスが加わり、学校教育におけるパフォーマンスが低下することも予想される。このような直接的、間接的な経路を明示的に考慮に入れて、失業が子どもの学校教育における人的資本形成に与える影響を推定する。われわれは高等学校における人的資本形成に焦点を当て、人的資本形成のパフォーマンスを長期不登校率、高校中退率、卒業時の無業率という３つの指標によってとらえる。計測結果から、失業率は直接的効果に加えて、離婚率の上昇を通じて間接的にも長期不登校率、高校中退率、卒業時無業率を有意に上昇させたことがわかった。特に、その効果は卒業時の無業率において顕著であり、1990 年代における卒業時無業率上昇のうち、4 割を超える部分が失業率上昇の直接的、間接的寄与によるものであることがわかった。
