Note (General): 1976年に調印された東南アジア友好協力条約（以下、TAC）には、2000年代以降中国、日本、アメリカなどの域外国が相次いで加盟し、現在34ヶ国・1機関の参加によってASEAN が中心となるレジームとなった。域外国のTAC加盟要因について、これまでは域外国による環境的・構造的要因による説明がなされてきた。しかしそれではなぜ域外国の選好が変化したのかという問題に答えることができない。これに対して本稿では、域外国をTACに加盟させようとするASEANの外交戦略に焦点を当てて新たな説明を試みた。具体的には、これまで「平和的台頭」、「中国との競争」と説明されてきた中国と日本のTAC加盟に対し、中国のTAC加盟にはASEANの「広報戦略」や「取り引き戦略」の役割があったこと、日本のTAC加盟はASEANの「競争戦略」の成果であったこと、を示した。よって、域外国の TAC加盟は、ASEANの主体的戦略の成果であったと言える。
