Note (General): 隨著21 世紀共同到來，世界經濟環境發生了巨大改變。其中近幾年備受關註的就是以中國為代表的新興國家的高速發展。世界各地很多全球化企業選擇進入這些新興國家進行發展，日本企業也在其中之壹，並且隨著在當地的企業分公司的不斷發展，很多都在“經營本土化”的方面出現問題，資源無法得到很好的配置及最大化的利用，造成企業的巨大成本浪費。本文重點探討的就是其中人力資源的本地化。本文關註於在中國發展的日資企業的人才本地化的問題，通過對中國獨有的人才“發展空間”這壹詞匯的再定義及分析，尋找改變日資企業在中國人才市場被動局面的方法，並結合在中良好發展日企的人才戰略，希望能為接下來計劃進行人事改革的日資企業提供參考。日資企業在改革開放之後正式開始進入中國市場，初期都是看準中國的廉價勞動力，期望通過此來降低企業的生產成本及人工費用。但在之後的時間，隨著中國人均收入提高，中國人的消費觀念及消費額度不斷提升，很多外資企業逐漸意識到中國市場的巨大潛力並開始了“轉型”。以日資為例，根據日本產業經濟省的報告，在中國發展的日本企業選擇從合資，合作為主轉向以獨資為主；進入中國的企業類型也從原來的“勞動密集型”制造業轉向高端制造業，且非制造業大量增加；且對待中國市場的態度也由“中國制造”變為“中國制造+銷售”。在這樣的背景之下，對於當地的專業人才及優秀核心人才的需求也不斷增大，但日企卻在這個時候陷入了困境。在人才市場中，大學畢業生及研究生對日資企業抱有消極的印象，且日資企業的離職率也壹直居高不下。造成這些問題的壹個重要原因就是“發展空間”不足。那應該如何解決“發展空間”不足的問題呢？本文希望通過對“發展空間”這壹詞匯進行再定義及影響因素的分析，對日資企業解決人才不足問題提供參考。
With the common arrival of the 21st century, the world economic environment has undergone tremendous changes. Among them, the rapid development of emerging countries represented by China has attracted much attention in recent years. Global firms from all over the world have chosen to enter these emerging markets for the duration of their development. Japanese firms are also among them. These Japanese companies have continued to develop and expand their businesses locally. But many of them have troubles with "Localization Management". Which make the resources of firms cannot be well allocated and maximized, causing huge cost waste for the enterprise. And this paper mainly discusses the localization in Human Resources Management. This paper focuses on the localization of talents of Japanese firms developing in China, and hopes to find a way to change the passive situation of Japanese firms in the Chinese talents market by redefining and analyzing the term so call " Development Prospect " unique to Chinese talents market. Combined with interviews and case studies of four Japanese firms developing in China, I hope to provide references for the Japanese firms which are planning to conduct Human resource system reforms in the future.
