研究対象であるイギリスの教職専門家自治組織 General Teaching Council は、1965年スコットランドの創設を起源として、2000年に入りイギリス全地方に設立され、その後国際的な広がりを見せている。これらは、専門職としての教職を確立するため、教師の資質能力向上を目的とした研修と職能組織としての登録制度を共通の機能としている。それぞれの権限や自治の在り方の違いが、その社会における教職に対する認識や位置付けに強く結びついている。
A General Teaching Council, which is the central subject of this study, originates in the Scottish GTC founded in 1965, and set up in each part of the UK since 2000. Recently, this system is widely introduced into many countries. Its common roles are mainly in-service training for professional development and registration function as professional association. The differences of power and autonomy between GTCs are clearly associated with each social recpgnition and status of teaching profession.
