- 21世紀における中・高等学校の外国語科教育の目的は、国際的に通用する発信型コミュニケーション能力と態度を育成することだといわれている。これは、国際化の進展に対応すべき国際(異文化)理解教育の大目標の一っである。ここでいう発信型とは、自分の考えや自国の文化等にっいて、異文化の人々に対して積極的に発信する能力や態度のことを意味する。その際、話し方としては、他国の人々が容易に理解できるように「論理的で説得力のある話し方」が求められている。しかしながら、多くの日本人は、この論理的な話し方を苦手としている。そのような状況の中、2003年から公立小学校において外国語教育が導入されることになった。おそらく国際化の進展に対応するためには不可欠な教育だと判断されたからであろう。具体的には、教科として導入されるのではなく、国際理解教育の一環として総合的学習時間等を利用して実施されることになる。したがって、外国語教育の研究は、今後小・中・高等学校の関連性を深めたカリキュラム研究に取り組まねばならない。そのためには、先ず、中・高等学校の外国語科教育の現状と課題にっいて考察する必要がある。次に、改善のための問題点も洗い出す必要がある。本報告書は、そのような趣旨から中・高等学校における外国語科のカリキュラムの課題と改善に関する研究をまとめたものである。
