- 子どもたちの職業観・勤労観の形勢をめぐって，今日ほど様々に議論されたり，危ぶまれたりしたことはなかったのではないでしょうか。その背景には，産業・経済の構造転換や労働市場の多様化・流動化などに伴って，社会全体に先行きへの不透明感が増幅し，そうした世相を反映して，子どもたちの世界に，漠然とした閉塞感や無気力感が広がっていることなどが考えられます。また，かつてない厳しい就職状況や大学等への進学者の急速な増加など，進路をめぐる環境が激しく変化する中で，フリーター指向やモラトリアム傾向が若者全般に広がっていることを危惧する指摘も少なくありません。こうしたことを受け，本調査研究では，関係する調査結果等を幅広く収集し，子どもたちの職業観・勤労観の現状及びその形成過程，特に，学校教育における取組の現状や課題を分析し，今後，子どもたちにどのように指導・援助を行っていけばよいかについて，その基本方向を検討することとしました。職業観・勤労観の形成は，子どもたちの内面の成長・発達と深くかかわると同時に，時代や環境の変化に大きく左右される事柄です。そのため，検討に当たっては，子どもたちの発達の変化や発達課題を明らかにするとともに，そうした課題の達成に必要な能力・態度を幅広く取り上げ，各学校段階ごとに具体的に示すことに留意しました。その結果を小・中・高等学校を通じた「児童・生徒の職業観・勤労観を育むための学習プログラム（例）としてまとめています。
