都市自治体の教育政策には、その都市がおかれた政治経済的な文脈や、個々の教育政策それ自体の歴史的な経緯などが影響をあたえているのであり、それらを踏まえた分析をすることが肝要である。そこで本研究では具体的な事例に即して都市の教育政策と教育行政の在り方を考察することした。研究組織は当研究所の教育政策・評価研究部員を中心に構成されているが、事例分析を中心とするため、研究補助者、研究協力者に加え、各都市の事情をよく知る教育政策研究者にも特に依頼し、事例分析調査を行っていただいた。
