- 本報告書は、学校教育における外部セクターとの連携・協力に関する市区町村教育委員会の意識をまとめている。報告書の基礎となっているのは、市区町村教育委員会を対象に実施されたふたつの調査である。 第一は、平成6年11月に実施された「学校教育の多様化・弾力化を進めるための外部教育セクターとの連携・協力に関する研究」であり、科研費（A）を活用して実施された（研究代表者：市川昭午）。 また、第二は、平成23年6月－8月に市区町村教育委員会対象に実施された「学校教育における外部人材等の活用に関するアンケート調査」である。 「開かれた学校づくり」という理念は、昭和59年に発足した臨時教育審議会の第三次答申で打ち出されたものであるが、市川科研で解明の進められた学校教育と外部セクターとの連携・協力がこの17年間にどう変化したかに関する解明は、現在文部科学省の政策として展開されている地域協働型の学校づくりに際して欠かせない作業と言ってよい。 本報告書は速報としてとりまとめており、クロス集計結果なども読み込んでの分析の作業は平成24年度実施の予定である。
