- 国立教育研究所(現国立教育政策研究所)では、平成8年に文部省(現文部科学省)と共催で、「いじめ問題国際シンポジウム」を開催しましたが、その後も6年間にわたっていじめ等の問題行動についての追跡調査を実施するとともに、これをもとに、近年いじめ問題が認識されたカナダ、韓国、オーストラリアとの間で平成15年度から国際共同調査を進めてきました。この調査は、子どもの友人関係や家族関係、対教師関係等がいじめにどのように関わっているのか、いじめに代表される子どもの攻撃的行動はどのような頻度や形態で起きるのか等を明らかにしようとするもので、このたびその成果が取りまとめられました。そこで、これらの調査結果等をもとに、各国と日本との共通点や相違点を明らかにしていくことを通して、我が国において、いじめ問題への対応を含めて子どもを問題行動等に向かわせないために、文部科学省をはじめとする行政、教職員や保護者、研究者等にできることは何かについてこ議論いただき、新たな知見を提供することを日的として企画いたしました。本報告書は、当日のプレゼンテーション・ペーパーをもとに、スピーチやディスカッションの模様を可能な限り忠実に再現したものです。（英文）
