- 社会の変化や学校教育のおかれた環境の急速な変化の中で、これからの学校教育で育成すべき資質や能力としてどのようなものが必要とされるか、その基本的な方向性について検討すると同時に、その必要性を裏付ける根拠や方法としてどのようなものが考えられるか。これらの点について明らかにすることにより、今後における教育政策立案のための基礎的な資料を得ることをねらいとする。○我が国の学校教育において求められてきた資質・能力像の変遷とその背景・要因等の把握するため、昭和２２年から平成１５年までの教育課程審議会答申、学習指導要領、指導要録を整理した。○学校教育において育成すべき児童生徒の資質能力に関して、１４カ国の現状を分析し、報告書としてまとめるとともに、関連資料等を翻訳し、研究資料としてまとめた。○OECDのDeCeCoが提唱したキー・コンピテンシーは、知識や技能を活用する力の育成を中心としたものであり、本研究が目指した目的に近いものであることが確認できた。○学校教育で育成すべき児童生徒の資質・能力について、小中学校の校長及び保護者を対象として尋ねたアンケート調査の結果、他者との関係作りの重要性を指摘する回答が多くみられた。○本研究を通して、EUのキー・コンピテンシーの考え方や北欧におけるキー・コンピテンシーを軸としたカリキュラム開発の現状等に関する資料を翻訳し、これらの研究資料を紹介するとともに、学校教育で育成すべき児童生徒の資質・能力について、概ねアンケート結果や諸外国の事例等で明らかにすることができた。
