- 文部科学省は、財政再建、公務員給与制度の見直し、教員の質の向上・確保といった複合した要請の下、教員勤務実態調査・国民意識調査・諸外国教員給与調査を実施するとともに、平成18年7月に中央教育審議会初等中等教育分科会に教職員給与の在り方に関するワーキンググループ（以下、中教審教職員給与WG）を設け、人材確保法や教職員給与の在り方に関する重要事項を調査審議し、今後の教職員給与の在り方を検討することとした。本調査研究は、文部科学省が公募した上記３つの調査のうちの１つを受託して行ったものであり、文部科学省及び中教審教職員給与WGが公立学校の教職員給与の在り方を検討する際に参考となる知見を提供することが求められた。本調査研究では、対象国における教員給与の実態（給与水準、能力・実績に基づく給与の導入の有無・程度、優遇措置の有無）や教員の職務の実態（勤務時間、時間外勤務手当の有無）などを詳細に明らかにできた。
