- 環境対策については、国が総力を挙げて取り組むべき最優先課題である。日本政府は、東日本大震災と原発事故を受け、原発依存度の可能な限りの低減、再生可能エネルギーや省エネの最大限の拡大を基本方針として定めたところである。一方、EU諸国では、2020年までに全ての新築の建物については、断熱・気密化、設備の高効率化を図り、再生可能エネルギー技術を駆使することによりニアリー・ゼロエネルギー化を図っていくこととしている。こうしたなか、学校建築においても、これまで以上に再生可能エネルギー技術の導入や省エネによるエネルギー負荷の低減を図った環境対策を推進することが求められている。本講演会では、ニアリー・ゼロエネルギー化した学校建築の国際的動向と先進事例について、OECD/CELE議長のトニーシェパード氏に紹介いただくとともに、日本における近年の環境に配慮した学校建築に関する調査研究の動向やその設計事例について、専門家である小峯裕己氏と小泉治氏よりそれぞれご紹介いただいた。この報告書はこれらの講演の模様を収録したものである。
