- 本研究は，戦後日本の教育行財政制度の模索・形成期としての1950年代に制度化がすすみ，1960年代の高度経済成長期を経て定着し， かつまた近年の地方分権改革， 三位一体改革， およびそれを受けた第3期中央教育審議会において見直しあるいは改革の方向性が議論されてきた日本の教育行財政上のしくみ・制度群を分析の対象とした。具体的には義務教育費国庫負担制度，地方教育委員会制度， 教育行政作用の制度と技法，保護者等の私費豊負担解消に関連する諸制度である。これらの制度群を日本の教育制度の発展史としての側面からのみ理解しがちであったこれまでの教育学研究に依拠するのではなく， 政治学・経済学研究の領域で注目されている比較制度論に依拠しつつ制度変化の一般理論に依拠しながら分析することを目的として研究をすすめてきたところであり， その成果の一部として2編の論攷を収録している。18330175
