- わが国において、開発途上国の教育分野向けの国際協力への関心と議論が大きな高まりをみせるのは、1990年代半ば以降最近のことである。しかし、歴史的に見るなら、わが国の国際教育協力事業は、1954年以来半世紀におよぶ歴史と経験を有している。この間、国際教育協力をめぐる議論と政策は時代ともにかなりの変遷をとげてきた。本研究では、わが国における国際教育協力事業の軌跡をたどりながら、その理念と政策の歴史的系譜を明らかにした。成果報告書は、第一部<論考>(第一～第五章)と第二部<資料編>から構成される。第一章は、戦後復興、経済成長、開発途上国への援助事業の開始を背景に、1960年代のアジア地域での初等教育普及計画「カラチ・プラン」への支援を柱に、わが国が手さぐりで教育援助への関心と関与を深めて行く過程を記述した。第二章は、文部省内に設置された「アジア教育協力研究協議会」での活動と議論を経ながら、国家としての教育協力事業の基本方針と政策の策定を模索するプロセスを分析した。第三章は、1990年以降の文部(文部科学)省における国際教育協力への関心の復活と取り組みの強化の過程を、数次にわたる国際教育協力懇談会の各報告書の内容分析、政策立案と新規事業への取り組みについて記述した。第四章と第五章は、それぞれ、外国人教員研修留学生制度、および、青年海外協力隊「現職教員特別参加制度」について記述した。第二部は、資料編であり、わが国の国際教育協力政策にかかわる主要政策文書合計14点を集録した。とりわけ、1970年代以前の資料に関しては、従来ほとんど紹介されたことのないものであり、わが国における国際教育協力論議のルーツを知る上で貴重な歴史的文献であると考えられる。
