Note (General): 上神主・茂原官衙遺跡は、平成15年に国指定史跡となった奈良時代を中心とした下野国河内郡衙と推定される遺跡である。これまでの発掘調査では堀と塀のようなもので囲まれた南北約390m・東西約250mに及ぶ広大な範囲に、掘立柱建物跡を中心に竪穴建物跡・瓦葺礎石建物跡など、合せて90棟を超える多数の建物跡が確認された。遺跡範囲のほぼ中心部分からは、３棟の大型掘立柱建物跡からなる政庁が、政庁の南側からは多数の倉庫跡が規則正しく並べられている正倉が発見された。遺跡の南東部分からは、役所に取り付くように古代の道路跡（推定：東山道）が確認された。なお、正倉域のほぼ中心に位置する本遺跡唯一の瓦葺礎石建物跡からは、約2,300点の人名を主体とする文字瓦が出土している。
