Note (General): 福満遺跡は犬上川下流域の氾濫原から自然堤防上にかけて立地しており、同河川右岸に近接し、古代東山道にもほど近く、水陸の拠点として優位な位置にある。こうした立地を十分に活用しながら、集落や物資集約・管理施設を展開させていった。　縄文時代晩期には近隣に集落の存在が示唆され、弥生時代後期には方形竪穴建物を主体とする集落が出現し、古墳時代前期・中期を通して集落が営まれ、古墳時代後期には集落の拡大が認められる。飛鳥時代～平安時代前期には掘立柱建物を主体とする公的性格を帯びた施設が広範に展開され、その後平安時代中期以降には耕地化が進む様子が確認された。　今回の調査によって、生活の場が時代とともに変容し、公的性格を帯びた施設へと変貌し、その後耕地化が進む様子が捉えられた。
