Note (General): ヨーロッパでは産業のイノベーション推進する公的な技術開発支援組織，技術移転組織がしばしば存在する．こうしたイノベーション支援機関は，契約型研究機関として外部資金の割合が高く，域内外の産業発展を使命としつつも，公的資金依存度を抑制し自律的運営を行うことにより自らも発展し，それに伴って社会的成果も増大している．いずれの機関も，イノベーション普及政策としてのナショナル・イノベーション・システムとも連動している．本稿では，ドイツFhGとベルギーimecのマネジメント・システムを比較することにより，イノベーション支援組織としての公的研究機関の発展するマネジメント・システムのあり方を考察した．
