Note (General): 児童虐待事例が毎日のように報道されるようになっております。長野県においても虐待で尊い命が失われています。虐待は人事ではなく身近な問題であり、母子保健への期待も高まっています。世界に類を見ない母子保健の仕組みを持った日本で、私たち母子保健に携わる者は、全ての母子に関わる機会があります。本マニュアルは、現行の母子保健の流れの中に、育児不安のある親に対して適切な時期に、適切に関わるための視点を組み込んだ虐待予防システムを構築していくため、母子保健活動を担う関係者へ向けて作成したものです。虐待の早期発見には関係者が「気づける目」を持っていることが大切だと考えます。本マニュアルは母子保健関係者の気づく力をより高め、目の前の親子に接する際に活用するため「虐待予防の視点」「発見・支援の視点」「フォローの視点」「連携の視点」の4つの視点を盛り込みました。また、関係者自身が問題をひとりで抱えることなく、支援者の輪を広げていく上でも活用できることを願っております。
