本論文は、前近代の曰本社会・曰本行政の到達形態を解明する作業の一環をなすものであるが、直接的には、熊本藩の藩庁（奉行所）民政・地方行政担当部局＝郡方系統の部局帳簿「覚帳」の系統的な分析を通して、以下の２つのことの解明を目的としている。　本論文の第１の目的は、「覚帳」の個別事案の記載形態を系統的に検討し、近世期を通した記載方式と文書処理方式の諸段階を大きく見通し、藩庁部局における稟議制的な行政処理・文書管理の整備過程を解明することにある。　第２の目的は、農村社会からの上申文書の稟議制的な行政処理過程を記録する郡方の「覚帳」が、農村社会に派生する多種・多様な要求・要請・提案と、どのように対応しているのか、換言すれば、農村社会段階で何を解決・実現し、どの部分を藩庁部局に上申していたのか、藩庁部局が民政・地方行政の根幹を、農村社会からの上申文書に置きえた行政段階・行政実態についての特質の一端を解明・提示することである。
