寛政４年４月朔日の雲仙噴火津波被害から２３年後、津波で激甚被害をこうむった熊本藩領(宇土支藩領）宇士郡三角浦村・長浜村では零落救済・復興策が計画されるが、政策決定までに２年を要している。この間、村方の上申書＝政策原案提示を受けて庄屋・惣庄屋・郡代・藩庁部局（郡方・奉行）の間で各段階の政策調整と現地査察が重ねられる。そして最終的には村方・惣庄屋側の上申書が郡方における部局稟議の起案書となり、部局審議・奉行決議を経て政策施行される。政策形成に向けて積み重ねられた関係文書は、一括して郡方の部局帳簿「覚帳」に綴じ込まれ、一件文書として管理されるに至る。
