最近の日本の経済政策で重要となっている諸問題の一つに、牛肉輸入自由化がある。経済学者にとって貿易自由化の利点は明らかであるが、日本人全体、特に消費者にとってはそうとばかり言えない。現著者達は一般の人達を説得するのに、抽象理論よりも強力であると思われる明確な数量情報を得るべく、牛肉輸入自由化が日本の食品市場に与える影響を測定するための共同研究を行なった。日本における牛肉輸入自由化という現実の課題は、競合・補完の定義に関する理論上の問題を提起した。この場合、我々が識りたいと望んだものは、単に豚肉、鶏肉需要量に対する牛肉価格低下の「補償された交叉代替効果」だけではなく、総合価格効果である。このことから、代替効果と所得効果の間の関係が我々の研究の焦点となり、我々の研究目標はスルツキー式の2つの構成要素の間の関係の型を識別する判定基準を求めることとなった。このようにして、我々は、フリードマンの競合・補完の定義に注目することとなった。
