普通,地球環境問題は国間にまたがる外部不経済の典型例で,市場経済のみにまかすと解決できないとされる.また実際の経済でも古くはアジアの森林,近年ではシベリアの森林が木材の貿易と共に破壊されてきた.また電力依存度の高い財は環境防除コストがかさみ,高くなる日本から姿を消し,かえって環境負荷の高い外国からの輸入に頼るという状況である.しかし近年中国の経済状況や環境汚染の現場をみていると貿易自由化への方向が逆に大気汚染量を減らすのではないかとさえ思えるほどの成長である.中国の近年の経済成長をみていると建設ラッシュによる素材不足,鉄不足,基礎科学製品不足,電力不足などが目につき,それらの生産拡大が先決で環境防除投資どころではないという状況である.ちょうど,1950-60年代の日本に似た状況であろうか.しかし,ただ一点違うことがある.当時の日本ではそれら基礎素材をなかなか海外からまかなえなかったし,重化学工業は国をになう先端産業であった.反面,現在の中国のまわりでは韓国,日本,台湾とそれら基礎素材の過剰設備が目立ちつつあるし,先端産業は知識集約型産業に移ってきている.そしてそれらの国々では特に日本を中心として環境防除投資が相当ビルトインされているわけである.エネルギー,資本集約的な基礎素材を海外から買い入れ,労働・知識集約的な財を売ることによって環境負荷が下がるのではないか.この研究はそのような直感を日中対応の環境分析用産業連関表を用いて確かめてみることにある.
