本研究では、昨年度に引き続き、動学的一般均衡理論に基づきつつ、法人税や企業の資金調達手段の選択を明示的に取り入れたモデルを構築することによって、現在から将来にかけての異時点間の企業行動をより現実に近い形で描写した上で、法人税を中心とした租税の転嫁と帰着に関する動学的一般均衡分析を可能にした理論モデルの構築を基に、シミュレーション分析を行った。この分析に基づく結果は次の通りである。法人税の負担は、短期的(1年目)には約50～80%が労働所得に帰着し、約20～50%が資本所得に帰着するが、時間が経つにつれて労働所得に帰着する割合が高まり、長期的には約95%が労働所得に帰着することが示された。この政策的含意は、我が国における法人税の負担は、相当多くの割合が労働所得に帰着していることである。こうした分析に基づく政策提言として、次のようなものを導いた。日本の法人所得に対する実効税率は、近年低下して欧米並みになっているとはいえ、欧米諸国もさらにこれを引き下げる動きがあり、現在の水準のまま安穏としていられない状況である。特に、既にEU諸国では、付加価値税率を20%前後に保ちつつ、法人税率をより引き下げる方向での税制改革が進んでいる。高齢化とグローバル化に直面する我が国も、長期的にはその趨勢に従うべきである。
