定期借家の導入により若年・低所得家計が最大の恩恵を受けている。持家の譲渡損失繰越控除制度は転居を促進し、借地借家法は転居を阻害する。各地域の生活の質の規定要因として地震発生リスクの比重が大きい。地震保険の低加入率の原因は保険料の低い地域の加入者群が、保険料の高い地域の加入者群を同率支払保険料により補助している事による。消費者の地震発生に対するリスク評価は周辺地域の大地震の発生によって変化している。
