実効性ある温暖化対策の一つとして注目されている排出権取引制度に関して、日本での導入にあたり、欧州の排出権取引制度を参考に現時点で得られる先進事例の概要・結果に関する情報から一考察することを本稿の目的とする。英国・EUの制度を先進事例として扱い、導入の背景と概要、明らかになっている結果、残された課題の整理をおこない、他方、日本での制度導入の動きとして自主参加型国内排出量取引制度の概要をみていく。
